Short films, exhibits and shows can appeal for selection by the festival.

Registration to the KREMLIN FESTIVAL implies acceptance of the following rules and regulations :

1. Presentation

1.1. Dates and place

The KREMLIN FESTIVAL will take place from the 13th to the 19th of september 2004, in the town of Kremlin-Bicêtre.

1.2. Definition

The KREMLIN FESTIVAL is organised by the «festival du Kremlin» association. It aims at putting the light on cinema throughout the world by dedicating to each continent a whole day of screening. Parallel exhibits (photos, installations , etc.) and live shows will contribute, each day, to highlighting the value of the represented culture.

2.1. Conditions of participation

All films less than 30 mn long (60 mn for documentaries) can appeal to the festival for selection in the following categories : fiction, documentary, 2d/3d animation, clips, adverts and video trial.

Documentaries in particular must propose a subject linked to the knowledge of a culture or an area of the world.

An inscription is conditional on the acceptance of the present rules and regulations by the bearers of rights to the film (authors, producers, distributors…).

2.3.Pre-sélection

The films will be screened by a jury of professionals for 2 categories :

The selected films will be sent at the cost of the sender,

Fully stamped and mailed by the 15th of july 2004, to the festival’s address :

2.5. Copy conservation

All preselection material will be available to its sender, at the festival’s office, from the 31st of july 2004 onwards and until the 31st of december 2004. No cassette or dvd will be sent back.
The selected material will be conserved in the festival’s archives.

2.6. Diffusion

The films will be reproduced digitally on DVD, according to their category : fiction, documentary, animation, clip, advert or trial, and according to the culture they represent.
For screening, the films will be encoded at the festival’s cost and in optimal quality, on video DVD and will be presented on large screens in digitalised video projection.

2.7. Subtitling

The festival is in charge of subtitling the films in french from the film’s original version and the dialogue and commentaries submitted by the depositary, in french or in english, in a computerised form.

2.8. Jury and prizes

The jury is made up of cinema and television professionals and of communication specialists from the partner organisations.
The jury will confer several prizes whose list is not comprehensive :

The prizes will be provided by the partners of the festival.

2.9. Film market

The professionals present during the festival will have the possibility of screening the films selected for both the « in » and the « off » festivals in their entirety, and will have access to the address of the producers or bearers of rights.

2.10. Author presence

The authors, film makers or producers of selected films, in competition or not, are welcome. A friendly area will be reserved for them to discuss with the audience and meet french producers and distributors.
The festival cannot offer top cover their travelling costs to or inside Paris.

2.11. Prized films

All the prized films will make up a « Best of » videogram distributed to the partners and subscribers of the festival, as well as to the prize winners and the distributors. The participants, if they win a prize, automatically give to the festival, without any form of counterpart, the rights to the reproduction of their film, in its entirety for exclusive use in this « Best of » videogram.
It is specified that this videogram (VHS and DVD) can in no case be put to commercial use. It is exclusively reserved to the promotion of the festival and the films it has prized.

3- The exhibits

3.1. Presentation of the site

The particularity of the KREMLIN FESTIVAL, is in part, the originality of the site it is organised in : a century old sausage factory. 4000 square meters on 2 levels will be layed out with film sets to produce projection rooms and lounges.
In every corner, out of use fridges, ovens, smoking rooms or drying rooms offer interesting exhibition areas. The KREMLIN FESTIVAL proposes to offer these original spaces to creative spirits.

3.2. Conditions of participation

All existing or to be created exhibits, visual and/or audio, with as a theme the presentation of an aspect of a culture, the inter-culture and/or of the cinema can compete for selection. Any artistic support is accepted : photos, sculptures, installations, etc.
The chosen exhibits will be offered the choice of a series of exhibition places, for the whole duration of the festival. The artist will be able to ordain and modify his exhibit at will, within the respect of the rules of security.

3.3. Inscriptions

Proposals will be submitted in files containing a note of intention, a presentation of the exhibit with a description of the artistic material used (photos, objects, sculptures, constructions, etc.) and its spatial organisation (elements which hang, particular set ups, lights, projections, itinary, etc.).
Any material illustrating the project is welcome (photos, videos, plans, schemes, etc.)
Each file must be accompanied by the inscription sheet available by downloading from the festival’s website or by asking the festival’s office for it .

3.4. Selection

The proposals will be examined by the Organising Committee between the 1st of April and the 30th of june, in 3 sessions : 30th of april, 31st may and 390 june 2004. Decisions will be taken on each occasion to offer selected candidates the maximum amount of time for preparing their exhibit.

3.5. Installation

The artists will choose the place for their exhibit as they as selected : a fridge, an oven, a dryer, a corner, a room, etc.
They will be able to take position of their selected place of exhibition from the 16th august onwards (unless they obtain a special autorisation) and will be able to trtansform it at will within the respect of security rules (no sharp metal or fireproofed material for example).

3.6. Transport

The transport (there and back) and maintenance of the exhibits are under the exclusive responsibility of the artists, as well as their packing, unpacking and setting up.

3.7. Protection of the works

Each artists is responsible for his exhibition area. He is responsible of the protection of his work from outside damage (deterioration, unauthorised photographs, etc.). The KREMLIN FESTIVAL is not responsible of the works which it receives. It does not accept responsibility for any theft, fire, deterioration, etc… suffered by the works.
Despite the night and day presence of a guard on the site during all the period of installation of the exhibits and during the festival, the KREMLIN FESTIVAL advises artists which desire it to acquire a personal insurance .

3.8. Security

Each artist must make sure his work respects security regulations. The festival reserves itself the right to shut down each exhibit independently, if its security commission asks for this to be done in order to allow the festival to open.

3.9. Presence of the authors

Each exhibition space being under the responsibility of its exposing artist, it is strongly recommended that the artists be present or that they commission someone to maintain a presence during the whole festival (contacts, meetings with the public and professionals, looking after the work, etc.).
The festival cannot take charge of transportation costs to or within Paris .

3.10. Competition and honorifical prizes

A booklet will be proposed to each visitor, presenting all the selected exhibits and a plan to situate them on site. Visitors will be invited to vote for the following prizes :

4.1. The stage

This vast 4000m2 site, reorganised with cinema sets will have areas set apart for live shows (theater, music, danse, circus, etc.) including a large stage and smaller ones.

4.2. Conditions of participation

All shows with a specific cultural connotation can compete for selection. Individual or group sows, musicals, dancing, theatre, circus exhibitions, etc. will be programmed once or twice during the day dedicated to the cultural horizon they represent.

4.3. Inscription

Show proposals should be presented to the festival’s office before the 30th of june in the form of a photo file ort a video accompanied by an inscription sheet, available by downloading it from the festival’s website or by asking the festival’s office for it.
If a postulating show is ongoing between the 1st of April and the 31 july 2004, a member of the Organising Comittee could see it and add his opinion to the file .

4.4. Selection

The Organising Comittee will select the shows according to their relation with the festival’s theme and their quality.
The results of the selection will be given to all candidates at the latest on the 31st of july 2004.

4.5. Performance

The date of performance of the selected shows will be chosen jointly by the artists and the festival.

4.6. Contribution / engagement

The shows are performed as exhibits and are free. Asking for contributions at the end of a show is not allowed.

The festival cannot cover the transport costs of artists but will provide each artist with a snack on the day of his performance.
The selected shows will be offered a clip of a few minutes for their promotion.

5- Promotion and responsibilities

5.1. Promotion.

The participants give the festival, free of any counterpart, the right to reproduce photographs or video extracts, less than 3 minutes long, of their film, on any support and without any time limit, for distribution as promotional work in the festival’s publications, in the press, on TV channels, for the frestival’s catalog or on its website.

5.2. Responsibilities of the organizers

The KREMLIN FESTIVAL reserves itself the right to use the information collected on the inscription sheets within the provisions of Law 78.17 of the 6th january 1978. In conformity with the french « informatique et libertés » law, any participant has right of access and rectification to the data which concerns him nominaly.
The KREMLIN FESTIVAL refuses any responsability for any unsatisfactory reception, or absence of reception, of inscription files sent by whatever means possible, whatever the origin of the problem be.
The festival reserves itself the right of final decision over any other question not taken into account by these present rules and regulations. It reserves itself the right to interrupt, cancel or postpone the event or to modify these rules and regulations, at any time, according to the necessities of its development. No compensation whatsoever can be attributed to participants. Taking part in the KREMLIN FESTIVAL implies acceptance by the producers, distributeurs, authors and film makers, or their representatives, of the festival’s rules and regulations.
The present rules and regulations apply to all the official selection : the « in » and the « off ».
